According to the United States Census Bureau, the city has a total area of 3.9 square miles (10 km2), of which, 3.7 square miles (9.6 km2) of it is land and 0.2 square miles (0.52 km2) of it (4.90%) is water.

As of the census of 2010, there were 4,700 people, 2,093 households, and 1,345 families residing in the city of Shelbyville.

The racial makeup of the city was 98.26% White, 0.34% African American, 0.26% Native American, 0.32% Asian, 0.06% Pacific Islander, 0.28% from other races, and 0.49% from two or more races. Hispanic or Latino of any race were 1.34% of the population.

There were 2,093 households out of which 27.6% had children under the age of 18 living with them, 49.6% were married couples living together, 9.6% had a female householder with no husband present, and 36.9% were non-families.

33.1% of all households were made up of individuals and 16.9% had someone living alone who was 65 years of age or older. The average household size was 2.28 and the average family size was 2.89.
